I think in general if anyone from a developing country wants to migrate to Australia or the United States they should try to get some specific technical skills. I think technical skills in IT, finance or engineering will always be in demand. Young people in Australia and in the US seem more interested in studying general disciplines, leading to more generalist careers in sales/marketing/management. This makes it difficult for people from overseas to compete for those kinds of jobs. Japan is another country I can think of that will have a growing demand for people with IT skills.
If your niece already has a degree, going to Australia to study for a Graduate Diploma is an option. Most courses are for just a year and are sometimes enough to get a recognized qualification in that field.
