I didn't know what a Drywall Taper was, but it sounds like what we would call a plasterer in Australia. On the critical skill list, it mentions Fibrous Plasterer which I presume is the same thing. Take a look at the changes to the skilled visa for 2009 here.

The building industry is usually the first affected in a downturn, which might make the job market a little tight, but if the government has put it on the critical skilled list, there could be jobs available. Australia generally has a shortage of skilled trades people.

As to which city offers the best work opportunities, I really can't say. You could look into the fastest growing cities in Australia, which I am guessing are Perth and Brisbane.
