At top of that page you will see a link to SOL and opening that document will give you the list of occupations and organisations and their contact details to see about having your qualifications approved -
really the first step
But before you get enmeshed in that, it'll pay you to click on the link for Visa options and next page allows you to choose on being in Australia or outside, as you are if in India when applying, and you can go on from there looking at independent or sponsored/nominated visas.
When you select the one you want, keep reading all sections and particularly the eligibility section, there being a table that shows you how many points you need and how you can get them, the majority coming from qualifications and that is why it is first step for without being approved you cannot get sufficient points, but also do check out that you will be able to accumulate the required points with age and language ability added in, it being possible that you will want to the IELTS assessment first to get 25 points.
Most engineering categories are also on MODL(read the eligibility table and follow links - it's all there), and with appropriate experience you can get some extra points that way too.
You just need to go through the table to see how you will get your points, and then if all looks like a Bollywood movie, get your entry ticket - the qualification assessment done.
It is not a super quick process and most likely will take you more than a year.
