Hello Haansi and welcome to the forum.
I suggest to all people considering a visa application to have a good read of the immi site for the particular visa, most information there and in your case
Skilled – Independent (Migrant) Visa (Subclass 175) that page has the information about family [or secondary members] and the situation regarding their english.
There is a second fee payable where dependants of over 18 do not have functional level english and so if it is only your wife over 18 you could look at the possibility of her doing an english course if need be to sit the IELTS, and perhaps you can help by speaking english in the home if you do not do that already and that way you could avoid the second stage fee.
There'sa link in the first section that will take you to the fees section.

But read all the sections and the many links using the five headings in top bar, the "eligibility" and "applying for this visa" sections in particular, there being a good Checklist in the applying section and there is also a booklet link which lays out the information in a book like fashion with table of contents.

In adding secondary applicants to your application they can travel later than you though there will be limitations as like you they will need a medical examination and a character report and they are only good for 12 months.
So once your visa is granted, you are given a latest date to enter by and that will normally be the medical examination expiry date.
If you or dependants want to travel later than that date, then you would need to advise the immigration department and they will probably direct a further medical examination would be necessary.

You should also have a close read of http://www.immi.gov.au/skilled/gener...processing.pdf as the immigration department does have a processing priority system in place and there are some more changes that will likely be announced by December..

It may be that you will be best to apply for a state nomination to do a 176 visa application, Skilled – Sponsored (Migrant) Visa (Subclass 176) , a lot more reading and have a look under eligibility on that one for a link to the different states and their nomination application processes.
