Question about SHP visa subclass 202

Hi everybody

I am an Iraqi christian,and I want to immigrate to australia with my family within Special Humanitarian program visa subclass 202.
and as the website of Department of Immigration & Citizenship , the conditions of SHP visa subclass 202 are:
"
1- The Refugee category for people subject to persecution in their home
country.
2- The Special Humanitarian Program (SHP) category for people who,
while not being refugees, are subject to substantial discrimination
amounting to a gross violation of their human rights in their home country.
3- People who wish to be considered for an SHP visa must be living outside
their home country and be proposed for entry by an Australian citizen,
permanent resident, eligible New Zealand citizen, or an organisation
operating in Australia."

my questions are:
1- what make me so confused is "while not being refugees" and " must be
living outside their home country"
But iraqi peoples, they cannot living in any of neighbor countries if
they are not registered as a refugeee in UNHCR to have a legal stay in
that country. so how to meet the condition of " while not being refugees"
in point 2.
2- how long time need to get the answer of visa subclass 202 if its yes or
no?
and how long time take the procedures after getting the approval of visa
subclass 202 like medical check and security check and the others?

I agree that sometimes the wording of the general clauses on the Immi site can appear to be somewhat confusing, perhaps an i ndication of lacking staff numbers to fully review/edit everything.
People need to look ay the particular visa category for more detailed information which will hopefully be more correct.

Unfortunately the whole humanitarian and special humanitarian program for Australia has been under immense pressure in recent years for a new government elected at end of 2007 removed from regulations what where called Temporary Protection Visas and co-incident with that action there has been a substantial increase in people using people snugglers via Indonesia to make crossings towards Australia by boat, they usually being intercepted and taken to an offshore processing centre on Christmas Island in the Indian Ocean.

Those people can then claim asylum and so get considered under the Humanitarian visas, the onshore component and unfortunately for people like yourself offshore, there being a number in total allocated for humanitarian visas, as the numbers using people smugglers rise, so the number available for those offshore decreases so it is just really an impossible situation and just as impossible to predict what may happen re any chance or time it may take for an offshore humanitarian visa.
