Even if that is incorrect , the foreign partner would not get a visitor visa as it would not be a genuine visit only as it would come to light that sponsor application done offshore . Interesting point if the sponsor is asked for the applicant's information then yes, that could potentially cause issues with those that attempt to enter on temporary visas with intention to stay. It would also be interesting to see if it matters whether the sponsor is onshore or offshore in regards to whether the application then needs to be onshore or offshore.
I wonder how much of a ripple effect this change will have on other visas as well. Time will tell!
