Ohhhhh, thanks for clarifying! Obviously I can't say for sure, but in my few years on this forum I don't think we've seen London ever hit its max and stop processing, at least that we've been aware of! The Philippines has hit it on more than one occasion and officially capped PMVs - and I think the US hit it last year as well. But I haven't heard of London hitting it before. But of course, things change from year to year, and they don't show all their cards anyway, as you've said.
