Australian PHD skill assessment

Hello All
I will be completing my PhD from Australia in June 2019. After that I will apply for Subclass 189. I did my graduation and master's from India. My query is can I apply for skill assessment now(for graduation and master's) as I think Australian PHD is not assessed by engineers Australia.
