Streamlined student visa processing to be extended

Streamlined visa processing arrangements are being extended to students enrolled in advanced diploma level courses in Australian who are judged to be a low immigration risk.

Immigration Minister Scott Morrison said the streamlining of the visa application process for advanced diploma courses will benefit eligible students through simpler and faster visa processing, and is in addition to existing arrangements for eligible higher education sector students.

‘This will enable eligible education providers in the Vocational Education and Training (VET) sector and higher education sector to directly access SVP. This will make study in Australia even more attractive to overseas students, while at the same time ensuring that immigration risk is appropriately managed,’ he explained.

Education Minister Christopher Pyne said that these changes will substantially benefit Australia’s high quality VET and higher education sectors, supporting the sustainable growth of Australia’s international education industry while providing a vital boost to the economy.

‘The number of international students seeking to study in Australia continues to rebound positively, with an increase of over 27% in the number of visas granted to offshore applicants in the 2013/2014 programme year,’ he pointed out.

‘Extending SVP arrangements will help capitalise on these trends, reducing red tape and helping to attract further students from overseas,’ he added.

Invitations to participate will be sent to eligible providers in the second half of 2014. The government proposes to implement this extension by early 2015, under the stewardship of Michaelia Cash, Assistant Minister for Immigration and Border Protection.

The extended streamlined visa processing arrangements will be similar to those currently in place for universities and non-university higher education providers. From the time these arrangements commence, it is intended that existing streamlined visa processing providers will also gain access to streamlined visa processing for their advanced diploma level course students, where applicable.

Streamlined visa processing is currently available for certain prospective students of participating education providers. Student visa applications that are lodged with a Confirmation of Enrolment (CoE) from a participating education provider in Australia for a bachelor, masters or doctoral degree or an eligible exchange programme are assessed as though they are a lower immigration risk, similar to the current Assessment Level 1, regardless of the applicant’s country of origin.

For the purposes of streamlined visa processing arrangements, an education provider must be actively registered on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS).

Each CRICOS code is considered as a separate education provider for the purpose of determining an education provider’s eligibility to participate in the extended streamlined visa processing arrangements.
