Job hunting: on post study Work Visa vs PR

I have heard a lot of people say that companies have restrictions and prefer to hire only PR or citizens, international students on work permit have a rough time.

Is it true?
if yes why?
is it true even in my case if I have 4 years post-study work permit obtained after studying in regional Australia?
is it a major concern even for IT professionals?

As a student in post-graduate work can I improve my chances?
how does the company know my visa/PR status? what happens if I lie to them?
