Advice needed for an international graduate

Hi all,
I don't know if asking here would garner much responses, but I don't really know of any better forums/avenues to try. I am asking this on behave of someone else who is currently trying to find a pathway to employment in Australia. She is currently finishing her Masters in commerce in Australia and is a top achiever (HD for all units) with some relevant employment experience overseas. Her main issue is that she is a non-PR and that limits her employment opportunities by a very large margin.
Currently, only a few good financial firms that I am aware of are willing to employ non-PR's (Deloitte, BDO being two of them).

Does anyone know of any other pathways to better employment opportunities that she could try? I have tried googling but it seems very difficult to find a company that is open to employing non-PR's unless they are on a 457 visa.

Any help much appreciated.
