Physical disability

Hello there

We are new to the site and seeking any help and guidance from you knowledgeable people out there. I'll try and be brief as I can in describing our situation!
I'm not knew to Australia because I was born in melbourne and left for Italy when I was 9 after my parents divorce. I come to visit my father and all my relatives several times. I always tried to come back and know seems I've convinced my wife too.
But we have a big problem because of her physical disability since I've discovered that: “ Immigration to Australia is governed by the Migration Act, which is explicitly exempted from the Disability Discrimination Act. While disability discrimination is against the law in Australia, the Department of Immigration and Multicultural Affairs (DIMA) is exempted from this law when dealing with potential migrants and refugees with disability.”
“Most visa applicants must satisfy what is known as the standard health requirement.............. applicants must not have a condition where the provision of health care or community services would result in significant cost or would prejudice the ability of Australians or permanent residents to access health care or community services...............Because the Australian government provides significant social welfare benefits, costs are taken into consideration.”

She has her own pension and carer pension too in Italy. We can arrange to have averything she needs delivered to Australia from Italy. We don’t need any kind of support, because my brother and his family will leave close to our house in case we are granted a partner visa .
We are not wealthy but do own our home here in Italy.

Any thoughts would be greatly appreciated!!!
