Unhappy Wants to be together

Hello pips
A newbie and I'm hoping to get some advice on my over 5yrs long distance relationship. I'm an Aussie and my bf is in the Philippines who is separated from his previous marriage. We just want to be together but I don't know where to start of how to get him over to come and live with me. We tried getting a tourist visa once but he was denied. We tried the annulment but I only paid part of his physciatrist fees Cos they were asking too much for the remaining amount. I am stuck I don't know where to start from here. All I been doing is to see him twice a year for the last 6 years.
