Condition 4020

Hi,

I have a question about my visa status. I got a 3yrs condition 4020 ban on 10th jan. 2012. After that i applied MRT. And decision came after about 2 yrs. after that i left the country. I want to know when my 3 yrs ban date starts from. Will it start from the date i got the condition 4020, or when i left the country i.e. On 23rd september 2014?

And i want to apply for a skilled migration As a cook. Can i apply for a
State sponsorship from offshore without a skill assessment? And can i apply for a work visa, as i have a restaurant sponsoring me.
And chances of getting the australian visa after the ban?
Please help me in this matter. Thanks.
