Moving from USA back to Australia

Ok so I am a Australian by birth born 1976, moved to the USA in 2003 and married a USA citizen, been married 13yrs now and have a 10yr old son too. Would like to move back to Australia here soon as we have a sick family member. I would like to no if I can apply for a Partner Visa 801(I think) whilst in AUSTRALIA. Any advise or help needed please as we have limited time due to our sick family member....
