476 Visa

Hi all,

I'm looking to apply for a 476 visa with my girlfriend as my de-facto.

A little background information on me and my girlfriend, we are together 20 months and have been living together for the last 16 of those, we went to Australia on a working holiday visa 1-May-2012 spent 8 months in Australia while completing our 3months regional work and also having our second year working holiday visa’s granted (but not activated until we enter Australia again).
My girlfriend and I will fly in to Australia on the 12 June 2013 on our second year working holiday visa.

First query for me is can I apply for the 476 visa while here in Ireland, and enter Australia on our second year working holiday and wait for the 476 visa to be granted while we are there?
June 20 is the date on my degree certificate and also the date on my transcript from the recognised university.

What are the restrictions about travelling in and out of Australia while on the 476 visa? Can we travel in and out as much as we want?
