VISA Subclass 600 Travel Health Insurance

Hi Experts,

I'll need your assistance with the overseas travel health insurance bits. Now, i do understand that it is a requirement especially if the traveler is 75 years old. However, is this mandatory? What i am stuck with is, whether its a clause, without which travel cannot be made.
