ETA to partner visa

Hello everyone my name is Dimitra and I am from Malaysia. My partner is Australian and we have been in a long distant relationship for over a year and half now. We have made visits for the past 6 months and I have visited him in Australia 2 times before. The second time I was pulled up by an officer and asked many questions and said I can’t be doing this. We have decided to take further and don’t want to be apart from each other so I was thinking if I can apply on shore on my next trip to Australia soon. I know this questions have been posted before I have looked it up but everyone gives different feedback. I am hoping someone can give me an insight how do I do this and can I be honest with the immigration officer if I get pulled up and let them know my true intention that I want to apply onshore? Please advice I be so happy and let me brain to rest for a bit
