state nomination procedure

Good Day

I am in process of submutting my EOI as have attainted all required formalities. I was intended to apply for 189 visa as I m petroleum engineer by profession.
I have read about 190 visa also but dont have clear understanding how to apply in my EOI.
What is the difference between both 189 and 190. I have 65 score as per the current criteria.
I ll appreciate having ur valuable feedback in this regards.
