My ANZCO Code is 261312

I have 70 points for 189 visa with DOE as 25/12/2017.

I have few friends in Melbourne but my sister lives in Sydney.

I would like to know will there be an issue if i pursue for Victoria nomination although my sister lives in N.S.W.

or should i take the risk and wait for 189 invitation although its getting very competitive?

Sc. 190 is a state nominated visa. What has that to do with where your sister lives?

If you meant the sc.489 visa, does your sister live in a designated area?

My question is pertinent to SC - 190.

I would like to know if there will be an issue at case officer level if i proceeded with Victoria or other state keeping in mind my sister lives in N.S.W

Will they doubt my intention of living in that state and reject visa?

DHA won't care, but Victoria may when it comes time to decide whether to sponsor you but it depends if they ask about relatives/friends in Australia. Perhaps adding a statement to your application advising why you prefer to live in Victoria when you have family in NSW.
