To manage an AAT application in a case with which you are not familiar, you need to obtain the full immigration file under Freedom of Information. This almost certainly cannot be achieved in the limited time available to lodge an AAT application, so it is necessary to lodge a 'bare bones' application that might not have reasonable prospects of success. It does not matter (apart from wasting the $3153 filing fee) if an applicant lodges a doomed AAT review application, but a registered migration agent is looking for trouble with the regulator and a shattered reputation for lodging meritless applications. In almost 20 years, I have had only one adverse AAT decision and that case was very arguable.
