Hi everyone .. just looking for some advice from some agents that can shed some light on time frames on the partner visa.

My partner and i are applying for a civil partnership in Queensland.
She is from the Philippines.

We are planning a 3 month tourist visa for entry in December. We are also looking at a one week stay T.V. in September.
We will open a joint bank account and get her a phone contract, and hopefully put her on the rental agreement at my rental home, and add her to the electricity and gas bills.

This will be her 2nd tourist visa. Last time was 3 weeks stay and did NOT have a no further stay condition imposed.
My questions and concerns before applying for the 820/801.

1. If the application for the 820 partner visa takes up to 17 months to get a decision, when the case officer looks at the application, do they view our history at the TIME of application or when they REVIEW it?

2. If the 820 partner visa commitment is based on time at application and NOT when they review it would the 3 months on her tourist visa being in my household - paying bills, bank account together, on electricity and gas bills, having an Australian cell phone and successfully acquiring the civil partnership be enough time to show our nature of commitment/social / financial and nature of household? We have had a total of 6 weeks before that of time together/holidays/ meeting family and friends both in oz and the Philippines.
We have had one agent say it's possible but was very vague on when the case officer will look at the application history based on time of review which could be 17.months after applying or at time of application. If they assess our application at the review stage that gives us alot more history together on the tempory partner visa/bridging visa.
I want to be sure before applying as I will only be able to afford one shot at it

3. MULTIPLE ENTRY TOURIST VISA. We are thinking of her coming for a one week vacation in September and then again for the 3 months over in december over christmas and new year.
What ways can we obtain longer tourist visa for her to stay longer or the multiple entry tourist visa requirements as I cannot seem to find on the immigration web site what dictates grant of a multiple entry tourist visa?

1 it is time of application requirement. you don't mention how long your actual relationship is which is major bit of info.

3. the requirements are the same so you have to address it all regardless of what you are applying for, 3 month, 6 month 12 month or multiple entry.

*** Some of this might be hard to do, Joint bank is ok at some banks, the phone contract maybe hard, rental hard also - send request by email and keep response as evidence of trying, utility bills might be hard.

*** Did she list you as her "Partner" last application?
*** That is no guarantee the No Further Stay will not be imposed on future visas.

*** They must consider evidence at time of application, I believe anything after is discretionary.

*** Anything is possible at times, it seems with visas. But 6 weeks to date + your current plan - I would be very vague too!!

I want to be sure before applying as I will only be able to afford one shot at it.

*** Lots of homework, I tell people to plan it will take 2-3 months to prepare a good Partner Visa application and thats putting in a hard effort.

******** Beware of a "flag" for No Further Stay Condition and how a stay period effects the Bridging Visa coming into effect.
