We have a visitor visa 600, multiply entry 3 months maximum stay, if we apply for the 820 /801 visa within the first 3 months when does 820 start. Is it from date of submitting the visa application or at the end of the first 3 months of stay. Thank you

The 820 starts when it is granted.

I believe you meant bridging visa A? The BVA is granted immediately but would not go into effect until the stay period ended while the person was onshore. Anytime they leave and reenter Australia, the 3 month stay period resets.

You're bound by the conditions of the visa you're on. So the conditions on the BVA aren't in effect until the BVA is in effect. So if not allowed to work on the tourist visa, you can't work on the tourist visa. Tourist visa ends, then BVA goes into effect meaning you're on the BVA then. Medicare is available as soon as the 820/801 application is made. A VEVO check can tell you which visa you're on.

No!!

Don't leave Australia and it will be 3 months from when you arrived.

The tourist visa ceases when the stay period ends if the applicant is onshore. So if it's 3 month stay periods, then it ends after the 3 months if the applicant is onshore and hasn't left during that time (as leaving and re-entering resets the stay period).
