Hello guys I was going through GTE requirments there I read the last sentence as "The requirement is not designed to exclude students who, after studying in Australia, go on to develop the skills required by the Australian labour market and apply to become permanent residents."
Can some one explain this on one hand you are asking for gaurantee that you will come back after studies on other hand you are saying if you develop such skills that you fulfill labour market requirments you can apply for PR.
Here this requirement itself condradicts it's own regulation.yes this is fair and they have mentioned it is designed to to identify those students who are using student visa for other motives than gaining a highly quality eduction.it makes sense.

Yes, it is contradictory. What it means is that while you must meet GTE requirements , this in itself does not preclude you from applying for PR once you are in Australia. For the time being, just concentrate on the GTE and forget about the rest until the time comes.

It just means they want to make sure you won’t stay there illegally, picking fruits on a farm or driving a taxi. They don’t mind if you meet the skilled migration requirements and apply for it, going through the correct and legal process.
