Hi my husband’s 189 got refused and agent is asking us to go for an appeal, but I want to know when we go for AAT can we apply RSMS on top of that? Or do we need to withdraw the application if we ready to apply for another visa?
Because my husband already has 3 years working experience and he can get a job in regional

You cannot withdraw a refused application.
Presumably you were in Australia when the application was lodged, otherwise you would not have review rights for a 189 refusal.
Having been refused onshore, if you do not hold a substantive visa, your further onshore visa options are limited.
Depening on the grounds for the 189 refusal, your offshore visa prospects might also be limited.
If you are being advised by a registered migration agent, I suggest you take the advice.
