How could we add a newborn baby to subclass 189 visa?

If visa is not lodged before, do we have to add newborn child as dependent?
If yes, it would be taking weeks to get a passport and how is that I can add a dependent without a passport number. I am assuming system would not allow me to, am I correct?

If visa was lodged before, border.gov.au states that we can go ahead let the CO know by 1022 form. But, do we do this before birth certificate issued, or do we need to attach birth certificate and passport as well?

I'm not sure I understand, but will do my best to help.

I think you could use the help of a RMA, to start. I think it would be wise to communicate with the DIBP in any change of your situation, including adding a dependent child to an existing application, or a pending one.

Just to help others having the same question -
If newborn is born before lodging - Add as a dependent.
After lodging - Provide the pp and birth cert. Attach as documents with primary applicant and/or email CO accordingly.
