I am working under an ICT Support Engineer (263212) occupation in Austrlia on TSS 482 visa since January 2020. Now, I want to apply for PR [Skilled Independent visa (subclass 189)] under occupation ICT Business Analyst (261111). Since, last 12 years my role and resposibilities are same as Business Analyst (even official designation in multiple organisations is Business Analyst). My manager is ready to provide me Statutory Declaration to prove that currently I am fulfilling the roles and responsibilities of ICT Business Analyst (261111).

If I get a positive skills assessment from ACS can I consider my entire experience (most importantly experience of working in Australia on TSS 482 visa [occupation - ICT Support Engineer (263212)) while submitting EOI and responding to invitation?

Hello mate, I am in a similar situation as yours, what did you do? I was under 261313 however my employer put me with 261312 for my 482 visa, as a result it makes me a a bad situation that I am not fullfilling my 3 year experience with 261313...
Does not matter. If you can get positive skills assessment nobody cares about it.

does it mean that I just go ahead with my 261313 (software engineer) application towards my 186 visa? even though part of my experience declared for 482 is 261312 (programmer developer)?

Yes. ACS will go through roles and responsibilities and decide your fitment for the role. They do not consider on which role your working. Anyways 482 cisa does not require any assessment. Employer simply nominates you based on his understanding.
