Cancelling De Facto visa - refund possible?

Hi,

a close friend of mine has been wanting to end things with her partner that is currently on a student visa, she tried to end it before he put the de facto visa request in and paid the $7000 fee however he emotionally blackmailed her into letting him go ahead and is now completely depressed and doesn't want to be in the relationship

she wants to end things and cancel the de facto request however she is terrified of costing him $7000 for nothing. is there a chance in this scenario that he will be able to get his money refunded if it was to be cancelled?
