I have PR since 2015, I was blessed with a new lovely baby girl in May 2017, I`m planning to move to Australia end of this year, what is the fastest way to get visa for my newborn baby?

From the limited information you have posted, it is not possible to offer a considered opinion. What, for example, is the immigration status of the other parent?
May I suggest that you consult a registered migration agent for an assessment?

Possibly a subclass 600 (visitor) visa, followed by an onshore child visa if condition 8503 (no further stay) is not imposed, or 101 visa in the first place if the 600 is refused or has the condition imposed. This is not a considered professional opinion.
