Hello, i came to Australia 2003 and granted PR 2005.
I left Australia 2015-2017 to take care of grand parents and ive been in Australia since, its been a year now.

I know there was changes made in April 2017.

Then i saw this (photo).
Not passed as a law.
If not past as a law previous requirements will continue to apply.

So im cofused as to do i have to wait another 3 years to apply for citizenship or am i already eligible?

If not is it possible to just apply anyway and see it goes through? As i had a reason to leave for two years?

The changes put forth recently in regards to length of residency wouldn't affect you anyway because you've been PR for so long.

But the law was, and still is, that you must have been living in Australia the last four years, and cannot have been out of the country more than 12 months total, including no more than three months in the last year. So due to your time out of the country, you won't be eligible for quite a while I'm afraid. You won't qualify until you meet those conditions.
