It asks for document reference number for your birth certificate but my foreign document does not have one. Does it matter if I put my national identity number? as the system won't let me skip this question without any inputs. Thank you

None whatsoever - any serial number or something to identify it as coming from an authorised issuer?

If you don't mind the question(s) - from what country is this?

(On the side, how does one know that it is genuine? Also, when you initially came over, you probably had to use the same birth certificate as one of the requirements.)
