hi,
I am graduate in metallurgy.
Had 9 years IT experience and I see my occupation in SOL list.
From the websites, what I understood is that the first is to get ACS evaluation.
Should I take a migration agent help or can I apply directly for ACS evaluation?
In case my ACS comes negative, do I have to pay the fee again ?

Please send me any links/documents that would help to prepare my application for ACS and visa filing.

You should have a good read of all the information on the ACS site, particularly if you are applying without an IT qualification as I suspect they will require much more information if you aree seeking assessment based on experience rather than qualification.
But yes, getting an assessment is the first step for a skilled visa application and as with the visa application you need to pay the assessment fee on lodgement of the assessment application.
I do not know that Immigration agents are so helpful when it comes to getting an occupational assessment for you will need to prepare all the detailed information required.
