What type of visa?

There are many and you need to qualify/meet the criteria for that type of visa.

You are also from a high, high risk country.

I am not familiar with "BTech" but assume it is a university qualification.

If so what work experience do you have relevant to that of Urban and regional planning?

You would need to look at one of the skilled visas (I assume you don't already have an Australian-based employer to sponsor you). Perhaps start looking on the DHA website: https://www.homeaffairs.gov.au/trav/work/empl/visa-options-comparison-charts

A consultation with a registered migration agent may also be a good idea since they can assess your credentials (education + experience) and explain the basics regarding the various visa options to let you see if you would be eligible for a visa.
