Can I ask for your advice whether my condition fulfills the Australian Study Requirement?

I've completed 2 years of studies physically in Australia. One year as
an exchange student,
Course name: International Exchange Program [031147B]

During this program, the subjects studied are exactly same as the
Bachelor of Engineering i'm taking in Australia, as my uni is a branch
campus outside Australia. (Swinburne University Sarawak Campus)

Another year as International Student- Bachelor of Engineering. 1
year. (Swinburne University Hawthorn Campus, Melb)

I've received status letter mentioning i studied 1 year exchange program and 1 year bachelor program completed in Melbourne, and Course coordinator approved the exemptions done during the exchange program and completed in australia during exchange program.

Does this meet the Australian Study Requirement?

Or should I not include it? To prevent the complications of false
claim of points?

The Australian study requirement can be complex and it may need a migration agent to review your curriculum to give you a definite answer. If you need the points, then having a migration agent do an assessment of your claimed points is a worthwhile investment.
