My partner and I just had our 189 visas granted before Christmas (2017), and we are considering to join the citizenship of Australia.

Heard rumours that the eligibility has changed. Anyone could help us with the requirements of applying Australian citizenships?

No, they haven't changed yet but they are looking at changing them - it needs to go through parliament to be changed.

Currently, it is 4 years in Australia on a valid visa with atleast 1 year PR. No more than 12 months outside of Australia with 90 days in the year before you apply. Like I said they are looking at changing them, so best to keep up to date on any changes, however it most likely will not affect you because you were granted a PR.

If you applied for Australian citizenship before, on or after 20 April 2017, your application will be assessed against the eligibility criteria in place when you applied.

If your application has not yet been finalised, we will write to you when it reaches the next stage of processing, or if we require any further information or documents.

Subject to the passage of legislation, the new requirements for citizenship will come into effect on 1 July 2018

For you, it will be 4 years from getting PR on the new rules or 4 years from becoming Resident under the old rules. Probably little difference.

The worst affected group includes partner visa holders who go from 4 years to about 7 years residence.
