I only have a Masters Degree in Electrical Engineering and a BS in Science Physics i want to qualify as an Engineer not as a scientist. My work experience though is related to computers more than anything.

Im not counting work experience toward my points I only want qualify as an engineer. If my degree is from a US accredited institution listed on engineers australia, would I still qualify?

I would call Engineers Australia and talk to one of the assessors. They are usually very helpful. I think that you will find that you need a Bachelor Degree as well as a Masters, except in some instances from the UK, where students take a 5 year Masters Program and don't have any bachelor degree. Give them a call and find out.
