Does anyone know information how these new rules will effect the average person?
No new rules in force as yet. If they are implemented, onshore partner visas may become a thing of the past..

Sorry I should have been cleared. For partner visa I have read the system for partner visa will change.
Before you can even apply the sponsor must be approved

I am wondering how stricter it will be. I read more will be on garentee of looking after Partner financially.
Wondered if anyone know more in depth information

No one knows for sure, but there is talk of stricter sponsor obligations, which can be legally enforced. It's all speculation at the moment. If they follow the UK system, it will make it much harder financially.

If they follow the UK system would that mean that they make look at putting a minimum income for the sponsor and English requirement for the applicant?

i know you cant know now... but you have a guess what minimum would be?
something crazy or above 30k a year he ok?
