No new rules in force as yet. If they are implemented, onshore partner visas may become a thing of the past..

Would that change the rules for going from a PMV to 820/801?

No, the sponsor would already have been cleared for the PMV.

Sorry I should have been cleared. For partner visa I have read the system for partner visa will change.
Before you can even apply the sponsor must be approved

I am wondering how stricter it will be. I read more will be on garentee of looking after Partner financially.

No one knows for sure, but there is talk of stricter sponsor obligations, which can be legally enforced. It's all speculation at the moment. If they follow the UK system, it will make it much harder financially.

No, I can't see it being retrospective.
