I emailed my case officer to update her on something and mentioned that we are planning our wedding. She asked me to upload the details of my wedding and our NOIM. We are applying for the 309 as a de facto couple, not the 300 (6 months and counting). Is the NOIM necessary in our case? We don't plan to lodge our NOIM until we have a venue and found a celebrant we like.

A NOIM is among the criteria for a 309, but if you have informed the delgate that you are planning a wedding, it is reasonable to her ask for the particulars.

It is not good practice to try to enhance an application by providing irrelevant information. Lodge what is required, plus what is requested.
