Can someone tell that in what case do we require to have agent / lawyer at the time of state nomination?

From which angle we can take the advantage of lawyer or agent?

Please let us know, if anyone is familiar with this topic.

There's no need to use a lawyer or agent at all, and if you choose to do so you can use them at any time in the process.

Using a migration agent (make sure they are registered with OMARA) can be very helpful to assess your situation and give guidance to make sure your application is as complete and compelling as possible. They have indepth knowledge of the legislation and criteria required to be eligible for a visa, and how to make sure you avoid expensive mistakes.
