The RFI you are talking about could be the generic one, in which they send a checklist to make sure you have uploaded all documents which you can upload best of your capacity, more proofs, finances, social aspect etc.
dont worry, many people are now on waiting list, its not like someone is not being granted a visa, its just more wait, hopefully things will slowly open and many of us might not be on forums by then and rather arranging our flights etc and plan to live in Aus by end of the year

My partner is onshore as well. She received an email asking her to leave Australia so that a decision is made on the Partner Visa. Under current circumstances, due to COVID-19, it's not possible to travel to any country and return back.
We notified the case officer, and he has put her application on hold.
Please let me know if anyone else has been asked to exit Australia for processing of 309?
What are your travel plans?
Did anyone request to waive off the 'applicant needs to be outside Australia' condition whilst 309 is granted?

That SBS article says: The current timeline to finalize an offshore partner visa is 12 to 18 months.
From 91 subclass 309 visas granted in 2020, that I have seen, only 18% took between the 12 and 18 months that the SBS say they took. 5% took over 18 months, leaving 77% that were finalised in under 12 months.
- 10% took 6 months or less.
- 15% took between 6 and 8.4 months.
- 50% took between 8.4 and 11.8 months
- 15% took between 11.8 and 15.6 months.
- 10% took over 15.6 months.
Even the official processing times show that 75% of all 309s in May were finalised in 12 months or less, and 10% took over 18 months. Meaning that ONLY 15% of all the 309s took between 12 and 18 months.
Those figures are not far from the sample of 91 that I have.
Obviously the COVID-19 situation will be making things worse at the moment.
Comments in that article include:
'During this pandemic, I am worried as it will slow down the process of the visa grant.'
'A lot of facilities overseas are closed or partially working which has impacted the verification process of Partner visas. It may take longer than anticipated to get a visa'
'A Department of Home Affairs' spokesperson told SBS Urdu that currently the visa processes are impacted around the world due to the delay in the verification process.'
Something else to think about:
Current 309 visa times seem faster than a year ago..
In May 2020, 75% took up to 12 months. 10% took over 18 months.
A year ago, in May 2019, 75% took up to 14 months. 10% took over 19 months.
I am guessing that some countries, where the pandemic is affecting local processing, may be being delayed, although some get finalised faster.
The Australian High Commission in Islamabad is mentioned in the article, but that Embassy also states: "Due to the COVID-19 pandemic, our ability to provide some services may be limited. "
We never received a specific email to say that a case officer was assigned to our PMV300 application, but we did get emails from 3 different people at the embassy at different times.
When a case officer looks at an application, they will either grant the visa or request further information (RFI).
Presumably when you get that RFI, it confirms that a case officer has looked at it.
For us, the first case officer was the one who sent the RFI to us.

I Was wondering if there is an exemption for 309 onshore applicants to be granted visa while they are onshore keeping in mind COVID travel restrictions.
Views and similar experiences please ??

Hey Avin,
As 309 has this condition of being outside whilst they grant, there is nothing they can do about it as it is a system and law issue. They would instead tell you that they understand that you would not want to go out at this moment due to covid, so they will keep ur file ready to be grant whenever you go out.
There is no way for 309 to get such exemption as far as I know. I hope it helps.
It is not the processing officer's fault, it is really the condition of the visa. Thats why we see more 820 being granted nowadays.
I know mate ! , hope that can change somehow and like a miracle 309 grants are done for people on shore too.. lol ... just dreaming.
Hmmmm.. Just have to wait and keep extending 600 in my case . Also am worried about the medicals as they are going to expire soon .

When did u apply and when have u submitted ur medicals?
For covid, they keep the medicals validity for longer i heard. As covid is something under no ones control, they understand the situation
309 visa lodged for my wife on 24 March 2019 with all required documents. Visa office New Delhi (India). Received the standard email to upload documents on 02 March 2020. Status changed to Further assessment, but after that no update.
The frustration continues every passing day considering that I paid $7000 for the visa fees and $2000 for the migration agent, and still have to wait for more than 15 months without having any sign when the visa will be granted. God knows how many days more I have to stay separated from my wife.
I cant understand why Australia government is providing such pathetic service for partner visa. Ideally it should not take more that 6 months considering that relationship and married life gets affected due to such long waiting times.

not sure about this, but if you come to know then please let us know. I think currently all 309 visa applicants are suffering due to the slow never ending processing times.

As in if I apply for an exemption and state my potential travel date is October 2020 and if there are no flights and want to come in December 2020, would I have to apply for an exemption again?
Are the exemptions that are being granted for the full duration of the international travel ban or they state a month on the actual grant to say that the exemption is only valid from xyz month to xyz month.

I applied for exemption 2 weeks before , no response yet,
they're asking to choose a date within next 3 months, I think if we get exemption, we can book tickets for the next available flight,
but it's not easy to get exemption for immediate family members like they said
