I have read somewhere that while my wife is here on a 3 month tourist visa with no further stay on it she can apply for an "onshore spouse visa" and then will then get a bridging visa with the same conditions as the tourist visa
so she can stay while the spouse visa is processed.
Is this correct?

A No Further Stay Condition means no further visa can be applied for onshore to stay unless you can get a waiver and I've never heard of an attempt being successful.
Your wife could leave Australia and apply offshore, returning on another visitor visa whilst the offshore application is processed and then again going offshore to have the visa granted.
