Applying online and then still having to provide a completed written application form to accompany documents would seen to defeat the purpose of the online application to me.

Time for an email to ACS to clarify but first, does the online info have a link about what is to accompany documents, ie. a face sheet or something?

I had already emailed ACS
All online applications are required to supply certified hard copies.

Looks to me as if they are saying print off your online application form and send with documents mailed, using it as a face sheet if you like.
On my reading of:
ACS (Australian Computer Society) - Membership, Professionalism and Leadership for ICT Professionals and the ICT Community
And in particular, the parts I have highlighted below:

Assessment Application form

All applicants must complete the Assessment Application Form. This must be completed in English and signed by the applicant.

Apply Online

This service is quicker as your application is ready for processing as soon as you provide the completed application and certified documents to the ACS.

Skills Application Form

Click Skills Application Form in order to submit an online application form.

Or

Download a Skills Assessment or RPL application form.

Download and print a Skills Assessment Application Form
Download and print the Re-validation of a Suitable Skills Assessment
Download and print an RPL Application Form
Download and print the current guidelines Version PIM 2.9 (Issued 23 February 2009 ).

1. Complete all information in the application form and collect all required documents.
2. Post the completed application form, and the required documents and application fee to the ACS by mail or courier.
Notes 1. & 2. apply to the online application as much as they do to a written application.

The speedier assessment is explained better in the FAQ Online sectionACS (Australian Computer Society) - Membership, Professionalism and Leadership for ICT Professionals and the ICT Community and is more just a case of your application getting started earlier than fully posted applications that arrive at the same time as yours will already have been registered in the system by the online lodgement.

It's a good trial run for the immigration application itself - read as much as you can and explore links, in this case the FAQ.

If you check the original link ACS (Australian Computer Society) - Membership, Professionalism and Leadership for ICT Professionals and the ICT Community, points 1 and 2 are indented to look like they are part of ONLY the second choice (not online).

which is not specific to any of the 2 choices. And since they said "signed" that means they are talking about a printed form.

This is confusing. Would it hurt to send it anyways?

You may find it confusing MSD but in my view if the points 1 & 2 were meant to be not for both choices and only as a step for solely a written application, they may have just showed them as follow on dot points.

For sure it is not specific to any one but applicable to both and read that with the meaning of 1 & 2 and you may see there is a common thrust.

The only variation would seem to be mention of payment for which there is already provision on the online lodgement but they certainly want documents and a signed application.

You can read anything into it you want and my view is that it would hurt your cause a lot more not to do as they say and send a signed printed off online application form, the online Skills Application Form becoming in this case the Assessment Application Form.

I just need one final clarification, you say:

Do you mean I have to print the online Application Form itself (https://ibs.acs.org.au/events/(S(zlacsxmyjwtngw45aucp5g45))/skills/application/application.aspx) or the Offline application form pdf (https://www.acs.org.au/assessment/docs/skillassessform.pdf). Also, if you mean the first, there is no print functionality for that page (except that provided by the browser).

On taking another look MSD, I'll retract my comments @ #5 and say another view of what they ask for is:

Do the online lodgement if you wish for the getting into the processing line quicker.

But you application still needs to be a full application with the Skills Assessment Application Form, a separate form to the online application form and I agree they do not make it too clear via references to:

. Heading - Assessment Application Form
. [for online] - Skills Application Form , and then re downloading
. Skills Asessment Application Form

It could be that they would be better off revising wording to:

Heading - Assessment Applications

Online - Online Lodgement Form , and then

Skills Asessment Application Form

It could be said they do have as we say here a bit of a dogs breakfast!

I might just email them and see if a stir up helps.
