can anyone help me understand the reason that Parents 103 Visa queuing number increased from 17,350 in Feb 2019 to 18,960 in May 2020 for the same queuing date?

It would be really appreciated if anyone can help.

can anyone help me understand the reason that Parents 103 Visa queuing number increased from 17,350 in Feb 2019 to 18,960 in May 2020 for the same queuing date?

It would be nice to know. Even the allocated parent Visa number has been reducing over past year, the queue number should not increase for the same queue date.
