Partner Visa 47SP(Online) getting error "we have not been able to confirm their locat

Hello Everyone,

I am an Australian citizen and got married in India recently. My wife is in India and now i have to apply for the partner visa. I am getting an error when i file her detail as an applicant on immi account. it throws an error "Applicant XXXXXXXX is not able to complete an application for this visa as we have not been able to confirm their location. The applicant will not be able to continue and should review the eligibility information on our website"

The system is asking me few questions.
1.) Applicant is outside Australia: yes
2.) location of the applicant: India
legal status of the location: Citizen
3.) Are you applying for prospective marriage visa: No

and then after its asking me to add my wife's details (passport ones) and right after its throwing an error.
Any help would be much appreciated.

Thank you for your reply.
I have just verified again and all the information is correct.

I followed these steps:
clicked on "new application", selected "family" followed by "the partner visa".
Then its asking me that if the applicant is outside Australia. "yes"

I have even applied my Pr and citizenship by itself i dont know what is wrong? does their form locate the website ip address? i am so frustated. Is there any way if i can lodge paper application? i am alos happy to attach screenshots.

Well! it doesnt ask which category i'm applying for. The first question it ask for if the applicant is outside Australia and then i provide the location.
Also, We cannot select the category by ourself. We can only select the stage 1 of marriage visa where they have (300,309 /100, 820,801). Then after it ask the location.
