I was wondering in Visa 820, should both partners write statuary declaration for all of important 4 aspects (total 8 Stat Dec), or one Stat Dec is enough for the 4 aspects from either applicant or sponsor point of view (total 4 Stat Dec)?

There is no standard answer.
There is no actual need for stat decs. Though some choose to do it that way. Some just write statements and many of us just used the boxes provided.
