Partner visa is pretty horrible

So here’s the thing. I applied for my partner visa from UAE in Jan 2016. I received the temporary partner visa 309 in April 2016. Prior to this, I resigned from my job to move to UAE since my wedding was in the UAE. Since then, I haven’t been able to find employment. Moved to Melbourne in Jan 2016. Attended couple of interviews. It looks to me that no one wants to hire someone with a temporary resident visa thought my visa clearly states that I’m allowed to work. Even entry level roles require two years of local experience. So here I am, all in all, unemployed for 2.5 years. I’ve just applied for my permanent partner visa 100 and it says 19 to 23 months of processing time? Like what is really going on? How do I find employment with this visa in this country when no one is willing to hire me? I can’t study either because temporary partner visa holders are considered international and that’s going to be expensive. Do I go back to my country, get some more experience and come back? how should I really approach this? Any advise would be highly appreciated.

at a guess you are in the fun spot of many (including Australian citizens) of being over qualified for low level jobs (so you will disappear asap you can get a job in your field) but unqualified for the area you are trained in.
it is a vicious cycle and can be hard to deal with. all you can do is persevere.
