Partner visa is pretty horrible

So here’s the thing. I applied for my partner visa from UAE in Jan 2016. I received the temporary partner visa 309 in April 2016. Prior to this, I resigned from my job to move to UAE since my wedding was in the UAE. Since then, I haven’t been able to find employment. Moved to Melbourne in Jan 2016. Attended couple of interviews. It looks to me that no one wants to hire someone with a temporary resident visa thought my visa clearly states that I’m allowed to work. Even entry level roles require two years of local experience.So here I am, all in all, unemployed for 2.5 years. I’ve just applied for my permanent partner visa 100 and it says 19 to 23 months of processing time? Like what is really going on? How do I find employment with this visa in this country when no one is willing to hire me? I can’t study either because temporary partner visa holders are considered international and that’s going to be expensive. Do I go back to my country, get some more experience and come back? how should I really approach this? Any advise would be highly appreciated.

Qualifications open doors, as Steve said above the health industry always needs people.

Nobody is going to open a magic door for you and if you really want work it's been proven anyone can get it in less then a week, typically it's people cherry picking jobs and the work available they deem is beneath them.

For about 20k in study and 12 months + whilst doing some volunteer experience you can get a $100,000+/year job whilst on an 300/820 ... you just need to be proactive.

50k for a certificate course?! What exactly are you studying?!

Get your security licence, there's always jobs there, infact screaming for them.
I did 2 certificate iii's, a cert Iv and a diploma for around 15k...
For real? I'm studying from Uni Melb. its just 4 subjects and each subject is 3300 $. If what you say is true, I should ideally get a job after this course ends. If not, do another certificate course. Let's see how it goes. Thanks though.
I avoided universitys and tafe for those courses due to the expense. Private training organisations are much cheaper, quicker and the result is the same.
Dumb down your cv when applying for lower end jobs, remove any high end research skills.
