I'm the applicant and currently located in India. We were planning to apply for partner visa 300 today. Tried paying it via Visa debit card (ICICI debit card) and it kept showing the message 'payment was declined' 😞

What are the online payment options available for an Indian?

If your card has the available funds inclduing the surcharge, then maybe contact your bank about it. Maybe they need to authorize it because of the large amount?

The bank (ICICI) said that I should be able to make the payment using my international debit card - however I am unable to do so.

Advice for other Indian applicants:
Do not depend on the word of your bank.
It'll be better to use an international credit card or use the VFS services in your locality to make the payment

I would try your bank again.
Maybe the amount of $AUD7000 exceeds your transaction limit.
Another possible one is if your CVV number is blocked you cannot use the card for online payments until this is reset - happened to me recently.
Otherwise find someone in Australia you trust and pay them the money.
Another option I have used Western Union to transfer cash through the POLI system.
