I understand, yeah she would be applying for a tourist visa but once if she applies for a PMV wouldn't she go on a bridging visa. The only drawback to that is she wouldn't have working rights till she gets the PMV.It is personal needs to an extent.

In addition to what they've already said above, assuming she could apply for an 820/801 from a tourist visa without the "no further stay" condition, she would be granted a bridging visa A.
